Remove NOTICE in cart when handling charges are used

Does anyone know how to remove/hide this warning:

NOTICE: Carrier shipping quotes do not necessarily represent the published rates. They may include additional fees levied by the carrier or the merchant for tax and handling charges.

It comes up when we turn on the Handling Charges. It's really off-putting.

It seems to be injected by Shopsite with no unique container around it, so I can't get to it easily with CSS.

It is a requirement from the shipping carriers. They want to alert the shopper that the prices quoted do not reflect their (the shipping company's) actual charge.

still, I wish shop site would give that a container so we could work with it!

For any who are looking at this thread, I did find a way to isolate this message.

In each part of the custom shopping cart template there is a tag that outputs this info. On the shopping cart screen it is:

[-- ShoppingCartFooter --]

I was able to wrap a DIV around that tag so that I could adjust the output with CSS.

There are similar tags in each part of the template for the shipping screen, confirmation, and thank-you screens.
