Configure Shopsite FedEx rates to include custom box weight

We ship all our orders by overnight delivery using FedEx. We currently use a flat rate table in Shopsite for shipping rates displayed on the shopping cart.

We are experimenting now with configuring Shopsite shipping service for carrier FedEx. The overnight account rates returned by the FedEx Shopsite interface are always less than the actual FedEx bill we receive for shipping the box. We have determined that the nine pound weight of the custom box/packaging is not being included in the shopping-cart shipping rate being returned by the FedEX interface.

We can't really use the shopsite flat rate handling charge field to add the cost of the box weight, because the actual shipping cost varies widely depending on distance of destination.

We tried using the minimum weight field by putting 9 pounds in for the minimum, but with that field turned on, there is no difference in the returned FedEx rate than when minimum weight field is turned off. Shopsite does not seem to be passing the nine pound minimum weight to FedEx.

Our box and packing weighs nine pounds. And the product goes from 1 pound to 28 pounds. So we can have an order than weighs 10 pounds or all the way up to 37 pounds.

I am seeking suggestions on how to configure shipping to accurately include the weight of the box and the weight of the product.
