international shipping - zipcode required?

I'm looking for the option to disable requiring a zipcode when someone selects a
country other than the United States (it appears to require it on the cart page and
on the shipping/billing address page). The checkbox for the zipcode required field
is grayed out Commerce Setup -> Order System -> Checkout.

I'm still investigating but figured someone might know off the top of his head.

Certain conditions trigger requiring zipcode. A couple are: Tax by Zip
and/or UPS shipping. There is no way if either of these options is
selected to get rid of the zipcode box.

There are very few countries in the world that do not use a zip/postal
code (and those that don't you probably wouldn't want to ship to
anyway). You can change the text for the Zipcode to be Zip/Postal code
and put a note that if they don't have a code to enter something like
"none".

I will do that.

A related question: I've got the State/Province configured as a pull-down
(which is more standard, and more convenient [less prone to errors, etc]).
However, I believe this doesn't work if you want to enable international
shipping, as the state/province are required, and the pull-down of course
doesn't include international locations, other than the US and Canada.
So, the text option for state/province is required, correct?

Hi Jim,

This reply was from a thread a while back about the State/Province entry
for international shipments.

We had an example today of a person ordering from outside the US. She
was confused by the following:

She'd like to enter a typical address:

Address1
Address2
City
State/Province in her country
Country

Address1 and Address2 are fine.
City is fine.

We have a None option for State/Province, to allow for international customers
(we're using a pull-down).

So... where does she enter the text for her province? (She's already entered
her city, so logically would want to enter the province below the city.)

She could enter it on the Address2 line, but it doesn't really make sense
to enter province above City.

Does anyone have a suggestion for clarifying the fields on this page, with
field labels and/or with test instructions?
