Either:
1) the order was placed while your Authorize.net settings were set to
test mode (with Authorize.net you can't bill orders that were placed in
test mode), or
2) the order was placed when you had the ShopSite settings for
Authorize.net set to run the order transaction as 'Authorize and
Capture' (in which case no additional billing of that order is necessary
or allowed, it is all done at the time the order was placed), or
3) you have already captured the funds from the original order
transaction from the Authorize.net web terminal (in which case you can't
and don't need to capture it again from ShopSite).
