Free Shipping problem when using Shipping by Currency

In SS10, we use Shipping by Currency and provide Free S&H when orders are over $99. In addition, we offer Free S&H on certain products, regardless of whether they reach the $99 Free S&H threshold.

I have been doing the Free individual Product Shipping by using "Check here to NOT apply shipping charges on this product".

But what I just found out is that "Check here to NOT apply shipping charges on this product" excludes this product from the Total that the Cart is using to consider the Free S&H threshold, so these products do not contribute to whether the customer gets Free S&H on the total cart.

So, for example, if Product A is $59 and has "No Shipping Charges" and the customer adds another $50 of other products to their cart, the $109 cart does not reach the $99 Free Shipping threshold because it ignores Product A.

Has anyone else see this? Does anyone have a suggested workaround?
