problem with shipping from country outside

Hi
I have given java script to alert customer if he has selected us shipping option in checkout screen but he is from outside Us.
Is it possible to redirect customer from submit screen to earlier check out screen after giving java script alert.
(This is for some shipping issue with country)
If it is, how can we do this by adding javascript without asking shopper to click recalculate button and go back.
I hope I made myself clear with the issue.
