Verisign Pay Flow Pro Problems--test account

I am using the Verisign Pay Flow Pro test account. I am trying to test
transactions, but I get this error from shopsite. The "126: Under review by
Fraud Service" is definately from Verisign and I can see that this
transaction has made it to verisign (the verisign imanager control panel
lets me review transactions). The card number is test numbers from verisign
(MC: 5555555555554444 exp. "anything beyond todays date) But the problem
that I have is that I get this error below. Is this ussual for testing
accounts or should it say transaction processed? Also I get no transactions
in my shopsite interface.
Please advise.

That error is coming directly from Verisign. You will need to contact
them to see what the problem is.

You will not get an order in ShopSite unless the order is approved by
the payment gateway.
