I'm trying to find where I can change the font (make the upper level BOLD) of the Navigation Top Level Drop Down Menu.

You would need to do that in CSS. The font settings for the whole site are found under Preferences > Layout Settings. The font weight settings are controlled by the template and not directly editable in ShopSite's back office. However, you could add your own custom CSS to somewhere on the page (such as the header or footer) to modify or add styles that you want.
