Tweak on ShopSite 3-Column

I am trying to move a portion of the section Labeled ###### Top and Bottom of Page ######. I want the heading in the color bar to be visible by search engines higher on the page than towards the bottom. I am not able to move the top portion up without making the page look strange.

Where would I place the coding and how much of the coding do I need to include.
