Make Registered Users a Download/Upload Database

Would make life easier if we could add users our self in a bulk upload. Example being a commerical customer with multiple locations and individuals with order responsibility.

This was added to ShopSite 10. It is found under Commerce Setup > Customer registration.

I found that by looking at the v10 upgrades.
