This means that your browser is caching the backoffice screens with the
pop-up image in the down no-publish-needed position, and it is not
refreshing. If you manually refresh your browser after making a change
(in IE I believe you can hit F5 to refresh, in Netscape/Mozilla, hold
down the Shift key while you hit the refresh/reload button with your
mouse) you will probably see the button pop-up. Unless you are on a
dial-up internet connection where you need as much caching as possible
to speed up your download times, you can edit your browser settings so
that it checks for new info more often rather than always displaying
what is in the cache.

We use custom pages, so we don't use the "Publish" button much. However, I
noticed that its companion button, the "New Orders" button, can be clicked
by
clicking on its area even if it isn't showing. Maybe that will work for
you.

Note that changes that only affect the shopping cart do not require
Publishing and that changes to custom templates will not trigger a
Publish.
